A “pandemoniac motor vehicle” is a motor vehicle designed, constructed or operated in such a manner as to create audible noise from tire friction caused by the acceleration or breaking of traction of tires of the vehicle. It is unlawful to operate a pandemoniac motor vehicle on any street or any other public place within the City of Sebastopol.
