The City Council may, by motion, grant a revocable permit for the use of the sidewalks in the City of Sebastopol. Except as may be modified by the motion approving the permit, the use of the sidewalks shall not exceed one-third of the distance between the outer edge of the sidewalk or curb and the property or building line. In no event shall such use interfere with or obstruct the reasonable use of said sidewalk by pedestrian traffic. Prior to the issuance of such permit the property owner or applicant shall provide the City with evidence that the City is a named insured for public liability and property damage in an amount to be determined by the City Manager. Upon the adoption of such motion and written evidence of such insurance the City Manager shall issue the necessary permit.
