Any goods, wares, merchandise, substance or other object or thing which is placed, deposited or located on the sidewalk as provided herein in violation of any of the sections of this chapter, or which are maintained thereon after a permit has been revoked or in violation of the conditions of the permit, is hereby declared to be a public nuisance; and it shall be the duty of the Building Inspector, Superintendent of Streets, and of any other public officers to summarily remove and abate the same; and the person or persons responsible therefor shall be liable to the City for the reasonable cost of such abatement in addition to all the other penalties provided by law.
