A sewer service charge payable in the amount imposed within this chapter is hereby levied and assessed upon each lot, parcel of land, building or premises connected to the sanitary sewerage system of the City or otherwise discharging sewage into the sewer system of the City. The charges so levied shall be collected by and under the direction of the Administrative Services Office and shall be collected with the charge for water service rendered by or for the City of Sebastopol and all charges shall be separately stated and billed upon the same bill and collected as one item.
