The Council, by resolution, shall establish rates for collection of refuse, garbage, wet garbage, or rubbish and may from time to time amend said rates by resolution. The City Council shall review such rates not less than biannually and as close as possible to the anniversary dates of any contract entered into pursuant to SMC 13.16.120. (Formerly 5.42.050)
