The Director of Finance shall be the head of the Department of Finance under the direction and control of the City Manager. He shall be responsible for the efficient administration of the fiscal functions of the City which are under his control. In addition to his general powers as head of the Department of Finance and not as limitation thereof, he shall have the powers set forth in the following sections:

A. It shall be the duty of the Director of Finance and he shall have the authority to perform all of the functions authorized and prescribed by Sections 37209 and 40805.5 of the Government Code of the State of California.

B. It shall be the duty of the Director of Finance and he shall have the authority to supervise and/or perform all functions of the Revenue Division and the Accounting Division of the Department of Finance under his control.

C. It shall be the duty of the Director of Finance and he shall have the authority to control, order and give directions to all subordinate employees under his jurisdiction.

D. It shall be the duty of the Director of Finance to keep the City Manager at all times fully advised as to the financial condition of the City and to recommend such measures as he deems necessary or expedient for the proper control and operation thereof. He shall assist in the preparation of the annual budget.

E. It shall be the duty of the Director of Finance to perform such other duties and exercise such other powers as may be delegated to him from time to time by ordinance or resolution or other action of the City Council or the City Manager.

F. The Director of Finance shall be bonded in the amount of $35,000. Said bond shall be in compliance with the laws of the State of California, regulating the bonding of City employees.
