During the continuation of the effectiveness of this chapter, the provisions of this chapter shall govern. If there is any conflict between the provisions of this chapter and any provisions of the Sebastopol Municipal Code, or any City ordinance, resolution or policy, the provisions of this chapter shall control. If there are any conflicts between the provisions of this chapter and any provisions of State or Federal law in effect during the same time as this chapter, the provisions of this chapter shall be null and void.
