A. In case an application is made for an attached sign which requires either architectural approval or a use permit, an application shall be made to the Planning Commission, including appropriate drawings and other requirements as shall be established by resolution of the Planning Commission.

B. The Planning Commission may appoint an “Attached Sign Review Committee” consisting of not less than three members of the Planning Commission.

C. The Attached Sign Review Committee shall have the authority to approve or disapprove all attached appurtenant signs within the meaning of the terms of this chapter and such resolutions as may be determined by the Planning Commission.

D. In a case where an applicant is not satisfied with the decision of the Attached Sign Review Committee he may, within 15 days, after such action appeal in writing to the Planning Commission. The Planning Commission shall consider the matter at their next meeting provided the application is filed not less than 10 days prior to the date of said meeting.

E. The Attached Sign Review Committee may refer any application for approval to the Planning Commission for its decision.

F. In case the applicant is not satisfied with the action of the Planning Commission, after a hearing, he may, within 30 days, appeal in writing to the City Council, and the City Council shall consider the matter at its next regular meeting providing said application is filed at least 10 days before the date of said meeting. The City Council shall render its decision within 30 days after the hearing of such appeal.

G. No attached signs subject to review by the Attached Sign Review Committee shall be constructed or installed until the same has been approved as provided for in this section.
