The ordinance codified in this chapter is adopted under the authority of the provisions of Chapter 4.7 (commencing with Section 65970) of Division 1 of Title 7 of the Government Code, as well as all other relevant State statutes applicable to general law cities, applicable court decisions, and the inherent, independent, and expressed powers of a general law city.
