The City Council finds that adoption of the ordinance codified in this section is exempt from the California Environmental Quality Act (“CEQA”), pursuant to Section 15061(b)(3) (no possibility that the activity may have a significant impact on the environment) of the CEQA Guidelines (Title 14, Chapter 3 of the California Code of Regulations).
