A. Government Code Section 65089.3 requires cities and counties to adopt and implement a voluntary trip reduction and travel demand ordinance.

B. The State of California Clean Air Act of 1988 requires the adoption and implementation of transportation control measures as part of the Clean Air Plan, Phase I, adopted by the Bay Area Air Quality Management District (BAAQMD) in June 1991. An employer-based trip reduction program is considered a “reasonably available” transportation control measure under the State of California Clean Air Act.
