No person shall, in any park, practice, carry on, conduct or solicit for any trade, occupation, business, or a profession without the prior written permission of the City, nor shall any person sell any goods, merchandise, or beverages, including but not limited to alcoholic beverages, in any City park without the express written permission of the City.
