The Council finds that the adoption and implementation of the ordinance codified in this chapter are exempt from the provisions of the California Environmental Quality Act in that the Council finds the adoption and implementation of the ordinance codified in this chapter will not result in a direct or reasonably foreseeable indirect physical change in the environment.
