No building shall be moved from one location to another within the City of Sebastopol or through said City until a statement setting forth the purpose of said removal, the route proposed to be followed in such moving and the uses to which said building is to be applied is filed with the Engineering Department of the City of Sebastopol and until a permit from the City of Sebastopol has been obtained.
