It shall be unlawful for any owner, lessee or occupant of any premises within the City of Sebastopol to place, use or maintain any barbed wire fence or any adjunct thereof fronting on any public lane, alley, avenue, street, highway, sidewalk, crosswalk, or place, without having first obtained permission of the City Council to do so.
