The City Council hereby declares that the fees required to be paid hereby constitute a tax and are assessed pursuant to the taxing power of the City and solely for the purpose of producing revenue. The continued increase in the development of dwelling units in the City with the attendant increase to the population of the City has created an urgency in that there are insufficient funds available to serve the increasing population and it is the Council’s intent that this increased population shall not be a tax burden to the existing inhabitants.

It is the intention of the City Council that if land is subdivided and developed within a five-year period, the land being developed should not be enlarged with both a bedroom construction tax as provided in this chapter and a dedication of land or fee in lieu thereof for park or recreational purposes.
